How to Get a Paraguay Passport: The Complete 5-Year Citizenship Guide
Published 27 April 2026 · 12 min read
A Paraguay passport provides visa-free or visa-on-arrival access to approximately 147 countries, including the full EU Schengen zone. The pathway to obtaining one starts with temporary residency and runs through a five-year process to citizenship.
Overview: The 5-Year Pathway
Paraguay's citizenship pathway has three stages:
- Stage 1 — Temporary Residency (Year 0): Apply for and receive your Cédula. Valid for 2 years.
- Stage 2 — Permanent Residency (Year 2): After 2 years of temporary residency, apply for permanent residency.
- Stage 3 — Citizenship (Year 5): After 3 years of permanent residency, apply for Paraguayan citizenship.
There is no mandatory minimum number of days you must spend in Paraguay during this period.
Stage 1: Getting Your Temporary Residency and Cédula
The first step is the standard residency application process. Once approved, you receive your Cédula Paraguaya — valid for 2 years.
Stage 2: Applying for Permanent Residency
Documents typically required:
- Your current Cédula (temporary resident card)
- Valid passport
- Updated criminal background check — apostilled and with certified Spanish translation
- Updated proof of financial means
- Proof of address in Paraguay
- Evidence of ties to Paraguay
Processing time for permanent residency is typically 3–6 months.
Stage 3: Applying for Citizenship
Citizenship application requirements:
- Permanent residency for at least 3 years
- Clean criminal record — updated background check, apostilled and translated
- Basic Spanish proficiency — assessed during the citizenship interview
- Evidence of genuine ties to Paraguay
- Renunciation of prior citizenship is not required — Paraguay permits dual citizenship
The Spanish Language Assessment
The assessment is typically an oral interview, not a formal written exam. The level required is approximately A1 — basic conversational Spanish. Common interview questions: What is your name? Where are you from? Why do you want to be Paraguayan?
