Paraguay Tax Residency Setup: How to Register with SET and Get Your RUC Number

Getting a Paraguay Cédula establishes your residency — but it does not automatically make you a Paraguay tax resident. That requires a second step: registering with Paraguay's tax authority (SET) and obtaining your RUC number. This guide explains what RUC registration involves, why it matters, and what your obligations are once you are registered.

Residency vs Tax Residency: The Distinction

These are two different legal statuses:

  • Paraguay residency — your right to legally reside in Paraguay, established by your Cédula. Granted by the immigration authority (DIGECOM).
  • Paraguay tax residency — your formal status as a taxpayer in Paraguay, established by RUC registration. Granted by the tax authority (SET — Subsecretaría de Estado de Tributación).

You can hold Paraguay residency without being formally registered in the tax system. But if your goal is to use Paraguay's territorial tax system to legally reduce your tax burden — or to formally exit your home country's tax system — you need the RUC number and tax residency status that comes with it.

What Is RUC?

RUC stands for Registro Único del Contribuyente — Paraguay's Unique Taxpayer Registry. It is a unique identification number assigned to every taxpayer in the Paraguayan system, equivalent to a Tax Identification Number (TIN) or Tax File Number (TFN) in other countries.

Once registered, your RUC number is what you use on all Paraguayan tax declarations, invoices from Paraguayan transactions, and official communications with SET. It is the formal proof that you are operating within Paraguay's tax system.

Who Needs to Register?

RUC registration is not compulsory for every resident — only for those who have taxable activity in Paraguay. In practice, this means:

  • Register if you want to formally establish Paraguay as your country of tax residence, plan to exit your home country's tax system, have Paraguayan-source income (local rent, local clients, local employment), or are setting up a Paraguayan company.
  • Registration may not be immediately necessary if you are simply maintaining your Cédula for residency purposes, have no Paraguayan-source income, and are not yet formally exiting your home country's tax system.

For most people pursuing Paraguay residency for tax planning purposes, RUC registration is the logical next step after receiving the Cédula. It is the document that makes your Paraguay tax residency official and usable as evidence when dealing with your home country's tax authority.

The RUC Registration Process

Registration is done in person at a SET office in Asuncion or online through the SET portal (Marangatu). The in-person process is the more reliable option for new registrants, particularly for those who do not speak Spanish.

Documents required for RUC registration as an individual (persona física):

  • Original Cédula Paraguaya (your national ID as a resident)
  • Passport
  • Proof of address in Paraguay
  • Completed registration form (Form 621 or equivalent) — available at the SET office or through the Marangatu online portal

The registration appointment itself is typically brief — 30 to 60 minutes. Your RUC number is usually issued the same day or within a few business days. SET will also provide access credentials to the Marangatu online portal, where you manage your annual declarations.

What the Territorial Tax System Means Once Registered

Once you hold a RUC and are formally registered in Paraguay's tax system, Paraguay's territorial tax rules apply to you:

  • Foreign-source income: 0% tax. Income from clients, investments, businesses, or employers located outside Paraguay is not subject to Paraguayan income tax. This includes freelance revenue from foreign clients, dividends from foreign shares, and passive income from assets held abroad.
  • Paraguayan-source income: 10% flat tax. Income generated from within Paraguay — local rent, local clients, Paraguayan employment — is taxed at a flat 10% rate.

For most expats and digital nomads whose income is primarily foreign-source, the effective Paraguayan tax rate on their main income stream is 0%.

Annual Declarations

Once registered, you are required to file an annual tax declaration with SET even if you owe nothing. For individuals whose income is entirely foreign-source, the declaration confirms zero Paraguayan-source income and results in a zero tax liability. The declaration is filed through the Marangatu portal.

The filing deadline is typically in March for the prior tax year. The declaration for a year in which you have zero Paraguayan-source income is straightforward — a qualified Paraguayan accountant can handle it for a modest fee (typically $100–$200 USD annually).

Using Your RUC to Exit Your Home Country's Tax System

For people who want to formally exit their home country's tax system — declaring Paraguay as their new country of tax residence — the RUC number and a Paraguay Tax Residency Certificate are typically the documents required.

A Tax Residency Certificate (Certificado de Residencia Fiscal) is issued by SET on request and confirms that you are a registered taxpayer in Paraguay. This is the document you present to your home country's tax authority as evidence that you are now a Paraguay tax resident rather than a resident of your former home country.

The formal process of exiting your home country's tax system varies by country and involves more than simply obtaining a Paraguay certificate — it typically requires officially deregistering from your home tax authority, closing local tax registrations, and (in some countries) paying an exit tax on unrealised gains. This is a process that requires professional tax advice specific to your home country's rules. Paraguay provides the receiving end of the equation — the confirmed tax residency — but the exit process on the sending end is governed by your home country's law.
