Paraguay Residency Types Explained: Temporary vs Permanent (2026)

Paraguay's immigration system was significantly restructured by Law 6984/22, which came into effect in 2022 and remains the governing framework for all foreign residents today. Understanding the distinction between temporary and permanent residency — and the different routes into each — is essential before you begin an application. This guide explains what is available, who qualifies, and what each pathway requires.

The Two Tiers: Temporary and Permanent Residency

Paraguay operates a two-tier residency structure:

• Temporary Residency (Residencia Temporaria): A renewable two-year permit. This is the standard entry point for most foreign applicants. It does not impose a minimum number of days you must spend in Paraguay each year.
• Permanent Residency (Residencia Permanente): A ten-year renewable permit, typically issued after two years of holding temporary residency. Permanent residency is the gateway to eventual citizenship after a further three years.

Most applicants begin with temporary residency and convert to permanent after two years. One exception is the SUACE investor route, which provides direct access to permanent residency from the outset.

Temporary Residency Routes

There are several approved routes to temporary residency under Law 6984/22. Each has different income or documentation requirements:

Independent Means (Medios Propios)

The most commonly used route for digital nomads, remote workers, and location-independent professionals. You must demonstrate sufficient financial means to support yourself in Paraguay — approximately USD 5,200 (35 times the Paraguayan minimum wage). This can be demonstrated through bank statements, investment account statements, employment contracts, or proof of business ownership. There is no requirement to generate ongoing passive income; demonstrable financial stability is sufficient.

Pensionado / Rentista

Designed for retirees and those living on passive income. You must demonstrate a monthly income of at least approximately USD 1,300 (100 times the Paraguayan minimum wage) from a pension, annuity, rental income, dividends, or similar passive source. The income must be regular and documented with bank statements and official income certificates. There is no minimum age requirement for this route — a younger person with sufficient passive income qualifies just as a traditional retiree does.

SUACE Investor Route

The SUACE (Sistema Unificado de Apertura y Cierre de Empresas) investor route is distinct from all others: it bypasses temporary residency entirely and grants direct permanent residency. The requirement is a minimum business investment of USD 70,000 into a Paraguayan company with at least five local employees. This route is typically used by entrepreneurs who are simultaneously forming a Paraguayan SRL or SA company. Because it provides permanent residency from day one, the total time to citizenship is approximately 3.5 to 4 years rather than the standard 5+ years.

Employment

Foreigners with a confirmed job offer from a Paraguayan employer can apply for residency under an employment contract. The employer must provide documentation confirming the engagement, salary, and duration. This route is less commonly used by expats arriving independently but is available for those with legitimate Paraguayan employment.

Marriage to a Paraguayan Citizen

Spouses of Paraguayan citizens qualify for an expedited residency route with reduced documentation requirements. A certified marriage certificate (apostilled if issued abroad) and the Paraguayan spouse's documentation are the core requirements.

Student Visa

Students enrolled in accredited Paraguayan educational institutions can obtain a student residency permit for the duration of their studies. This route does not count toward the two-year temporary residency period required before applying for permanent residency or toward the eventual citizenship pathway.

Converting Temporary to Permanent Residency

After holding temporary residency for two years and maintaining your residency status (renewing as required, providing updated documentation), you are eligible to apply for permanent residency. The conversion process requires:

• Continued demonstration of financial means or qualifying income
• Updated background check (criminal record certificate from country of origin, recently apostilled)
• Evidence of maintained address and continued ties to Paraguay
• Clean immigration record — no periods of overstay or violation of residency conditions

Since January 2026, the immigration authority has introduced mandatory reporting requirements for extended absences during renewal periods. If you have been out of Paraguay for an extended period, this should be documented and explained at renewal.

No Mandatory Day Requirement for Residency Maintenance

A key advantage of Paraguay residency compared to some other jurisdictions is that there is no minimum number of days you must spend in Paraguay each year to maintain your residency status. You can travel freely, spend extended periods abroad, and your residency remains valid provided you renew correctly and maintain the required documentation.

This is distinct from the citizenship stage, where arraigo (genuine ties to Paraguay) is assessed. The absence of a day requirement for residency does not mean you can ignore Paraguay entirely if your goal is eventual citizenship — but it does mean residency itself is not at risk during your travel-heavy years.

2025–2026 Context: Growing Demand and Processing Times

Paraguay processed over 38,000 residency applications in 2025 — a significant increase driven by growing international interest in the country's territorial tax system and accessible immigration requirements. This volume has affected processing timelines at DIGECOM (Dirección General de Migraciones). Applicants should plan for longer processing windows in 2026 than were typical in earlier years, and ensure documentation is complete before submission to avoid additional delays.
